Meraxes, known in divine form as the Sea-Lanes Sovereign, is described in fan-compiled Valyrian religious traditions as a Tide Leviathan governing maritime movement, navigation systems, and the enforcement of harbor law. Distinct from the mortal dragon Meraxes of Aegon’s Conquest, this divine form represents the abstract control of sea routes and the regulation of passage between ports. Within these frameworks, she is not merely a guide, but an authority over maritime order and obligation.

The physical form attributed to this Meraxes reflects her association with ocean traversal and control. She is described as possessing a wingspan of approximately 554 feet, with a heavily structured body adapted for low, sustained flight over water. Her chest is said to be keeled, resembling the hull of a war-galley, while her rear talons are partially webbed, reinforcing her classification as a Tide Leviathan. Her scales are deep green, rimed with salt deposits, and her breath produces visible steam, suggesting a thermal interaction with surrounding moisture.

Her vocalization is described as a layered acoustic event, combining the force of a breaking wave with a sustained low-frequency resonance comparable to a foghorn. This sound is interpreted as both a signal and a warning, marking her presence across open water and coastal regions. Within these traditions, her roar is associated with the reordering of maritime conditions rather than direct destruction.

Meraxes’s defining ability is referred to as Brinefire, a form of flame capable of sustaining combustion across water surfaces. This phenomenon is described as performing multiple functions within maritime systems. It can burn along the surface of the sea without extinguishing, clear obstructed channels by reshaping sandbars, and coordinate multiple beacon networks simultaneously. In this capacity, Brinefire is not treated as a weapon, but as a regulatory force used to maintain navigability and enforce established routes.

Within these accounts, Meraxes is positioned as the keeper of sea-lanes and the overseer of maritime obligation. This includes the conceptual enforcement of harbor tolls and trade passage, suggesting that her domain extends beyond physical navigation into economic structure. Merchant fleets are said to operate under her implicit authority, with safe passage linked to adherence to established maritime law.

The relationship between this divine form and the mortal dragon Meraxes of the Conquest is presented as symbolic. The mortal Meraxes is described as carrying forward a fragment of this domain into the Westerosi age, representing a diminished but tangible expression of the Sea-Lanes Sovereign’s authority. This connection reinforces the idea that certain dragons may reflect aspects of older, mythic archetypes.

Meraxes, in this divine capacity, occupies a distinct role within extended Valyrian theology as a regulator of movement and exchange. Where other dragon forms govern destruction, creation, or restraint, she governs flow—of ships, goods, and passage. As a Tide Leviathan, she represents the principle that power over the sea is not merely the ability to cross it, but the authority to define how and when that crossing occurs.
